The City of Yuma operates as a Council/Manager form of government. The City Administrator acts as the chief administrative officer, while the Mayor is the chief executive officer. The City Council of 6 Councilmen and a Mayor are responsible for legislative policy, which is in turn enforced by the City Administrator.

The City of Yuma is governed by city charter, Arizona state statues, as well as the adopted Strategic Management Plan. The City provides police, fire, and emergency services as well as providing water and wastewater utilities. The Parks and Recreation department is responsible for many parks and wetland areas.

The various departments of Yuma County are overseen by a Board of Supervisors. Among the duties of the Board is to appoint a County Administrator who is responsible for the day to day operations of the county's departments.
