Why is the mayor of Yuma so opposed to treating property owners in a fair and equitable manner?

The mayor of Yuma did everything he could to keep the ballot proposition calling for property owners to be treated fairly in eminent domain cases off the ballot. Is he afraid that this will ruin his plans to increase the size of his kingdom?
